⑹ Qualifications for participating in the tendering procedures, Supplier eligible for participating in the proposed tender are those who shall :
① not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting. Furthermore, minors, Persons under Conservatorship or persons under Assistance who have obtained the consent necessary for concluding a contract May be applicable under cases of special reasons within the said clause.
② not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting.
③ have Grade A or B or C, on "Manufacturing" in terms of the qualifications for participating in tenders by Ministry of Health, Labour and Welfare (Single qualification for every ministry and agency) in the fiscal year of 2022, 2023 and 2024.
④ For bidders subject to the following insurance system of each item, and it is not in arrears either of insurance premiums (2 insurance year about e and f) for the last two years of the bid submission deadline of this bid :
a Welfare annuity insurance
b Health insurance (the thing which association of national health insurance has jurisdiction over)
c Seamen's insurance
d National pension
e Worker's compensation insurance
f Unemployment insurance
⑤ not make a misstatement on submitted documents about qualification.
⑥ not badly degraded in finances and credibility.
⑦ Meets the qualification requirements which the Obligating Officer may specify in accordance with Article 73 of the Cabinet Order.
⑧ have passed the pre-exam of a trial piece.
⑺ Duties for tenderer : persons who want to take part in the paper tendering have to submit the certification about being eligible for participating in the tender 10 : 00 19 February 2024. In addition, all tenderers have to submit the contract document testifying they shall not be an organized crime group.
⑻ Time-limit for tender : 16 : 00 19 February 2024.
