⑹ Qualification for participating in the tendering procedures : Suppliers eligible for participating in the proposed tender are those who shall :
① have Grade A, B or C in "Manufacture of products" or "Sales of products" for participating in tenders by Ministry of Health, Labour and Welfare (Single qualification for every ministry and agency) ;
② not come under Article 5 of the Regulation concerning Contract for National Hospital Organization (NHO). Furthermore, minors, Person under Conservatorship or Person under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause ;
③ not come under Article 6 of the Regulation concerning Contract for NHO ;
④ meet the qualification requirements which the Obligating Officer may specify in accordance with Article 4 of the Regulation ;
⑤ For the purpose of ensuring stable supply and quality, the person must fall under any of the following for the item being bid on ;
A Manufacturer (including cases where manufacturing is outsourced to others, but excluding cases where manufacturing is outsourced to others), and the distribution stockpiling described in Common Specifications 4⑸, Common Specifications 4 Priority provision in the event of an emergency as described in ⑹, flexible supply to other categories as described in Common Specifications 4⑺, and submission of self-inspection results related to quality as described in Common Specifications 4⑻. Those who are able ;
B If the bidder is not the manufacturer, there is a written agreement between the bidder and the manufacturer stating that the manufacturer is responsible for common specifications 4⑸, 4⑹, 4⑺, and 4⑻. person who is ;
⑥ If participating in a bid through an alliance, the following must be met ;
⑦ Delegate the necessary authority to the representative bidder for each bidding area, category, and procurement item. However, duplicate participation by forming business alliances with multiple representative bidders is not permitted ;
⑧ Includes companies that are rated Grade A, B or C in "Manufacture of products" or "Sales of products" for participating in tenders by Ministry of Health, Labour and Welfare (Single qualification for every ministry and agency) in the corresponding area ;
⑨ The representative bidder must not be in competition with the delegate in the same bidding area, category, or item ;
⑺ Time-limit for tender : 1 : 00 P.M. February 6, 2024
