B have the Grade A, Grade B, or Grade C qualification during fiscal 2023 in the Kanto・Koshinetsu area in offer of services for participating in tenders by Single qualification for every ministry and agency,
C meet the qualification requirements which the Director of Department of Finance may specify in accordance which Article 7 of the Regulation concerning the Contract for The Open University of Japan Foundation,
D not be currently under a suspension of business order as instructed by The Open University of Japan Foundation.
