A have the Grade A, Grade B, Grade C or Grade D qualification during fiscal 2024 in the Hokkaido area in offer of services for participating in tenders by Single qualification for every ministry and agency, or in tenders by Hokkaido University,
B not be currently under a suspension of business order as instructed by the President, The National University Corporation Hokkaido University.
