| Summay of notice | ⑴ Classification of the products to be procured : 14 ⑵ Nature and quantity of the products to be rent : Integrated Hospital Information System 1 Set ⑶ Type of the procurement : Rent ⑷ Basic requirements of the procurement : A The clinical information system, the nursing information system, and the accounting system are unified into the Integrated Hospital Information System,and security management of the whole system must be equipped. B The system must demonstrate capabilities of system maintenance, user administration and system operation record management, personnel management, supply processing and distribution (SPD) for medical stuffs, ward management, and risk management. C The system must include and extend functions that are realized in the current system. It shall also be well conformed enough to this university hospital's operation, and can contribute to improve management and efficiency of this hospital's operation. D Whole set of data in the system must be handled with an appropriate granularity, an assured interchangeability, and statistical analysis and a solid availability for constituting medical records. Each function or subsystem in the system and pre-existing system must be connected each other and redundant data entry operation to multiple system shall be avoided. E The system must manage personal, medical and hospital information of patients, reservations, all examinations, all interventions, diagnoses, clinical trials, and medical planning. In addition, the system must support bedside operating with portable device. F The accounting subsystem must submit electronic claiming receipts (recipe and bill), and facilitate financial operations. It shall receive both order and execution information from the clinical information system and support the automation of the data entry. G The system must support the audit and teaching of the medical records for the medical student and post-graduate clinical training in the medical university hospital. H Traceability for each ordering process must be implemented, and the system must be complied completely with the "Guidelines for safety management of medical information system" of new version published by the Ministry of Health, Labour and Welfare. I For the data transfer and storage in the system, standard protocols must be used such as DICOM3/jpeg2000 for images, HL7 (2.5 or later) or HL7 FHIR and XML for message with TCP/IP transmission. J The user interface of client terminals has to be graphical user interface that supports multiple windows that provides consistent operability for each application software. The integrated management function of the whole system should be provided, and the utilization of virtualization technology for both server computers and client terminals shall be considered. K The system must connect the pre-existing subsystems and modalities, and thus the transfer all data between procuring systems and preexisting system. L All data accumulated in the present system must be restored for the continuation of services. M The system must demonstrate a capability for quick response and robust processing all over the clinical services. N Backup function (Backup data of the three generations over) for large-scale disaster and fault tolerance must be provided, so that the hospital can continue clinical operations as much as possible and it can notify system administrator in such cases. O Database and data warehouse function must be provided for the secondary use such as clinical research, medical education, and hospital management. Data-anonymization function shall be supported for data export and analysis.
