⑹ Qualification required to participate in the tendering procedures : Suppliers eligible to participate in the proposed tender are those who shall :
① not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting. In this regard, Item 1 of the Article is not applicable to those minors, persons under conservatorship or persons under assistance that have obtained respective consent required to conclude a contract ;
② not come under Article 71 of the above Cabinet Order ; and
③ be classified as Grade A, B, C or D in the category of "provision of services etc" in Kanto-Koshin'etsu Region in accordance with the Government-wide standard of qualifications for participating in tenders for fiscal years 2022, 2023 and 2024
