② not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting
③ have Grade A or B "service" in the Kanto・Koushinetsu district, in terms of the qualification for participating in tenders by Ministry of Land, Infrastructure, Transport and Tourism (Single qualification for every ministry and agency) in the fiscal year 2022/2023/2024.
④ not be under suspension of nomination by Director of the Budget and Accounts Division, Minister's Secretariat Ministry of Land, Infrastructure, Transport and Tourism
