⑹ Qualification for participating in the tendering procedures : Suppliers eligible for participating in the proposed tender are those who shall : ①Not come under Article 70 of the Cabinet Order concerning Budget, Auditing and Accounting. Furthermore, Minors, Persons under Conservatorship or Persons under Assistance who have obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause. ②Not come under Article 71 of the Cabinet Order concerning Budget, Auditing and Accounting. ③Have Grade A or B in "Sale of product" in terms of the qualification for participating in tenders laid down by the Ministry of justice (Single qualification for every ministry and agency) for the purpose of procurement in the fiscal years of 2022, 2023, 2024. Or Have Grade C in "Sale of product" in terms of the qualification for participating in tenders laid down by the Ministry of justice (Single qualification for every ministry and agency) for the purpose of procurement in the fiscal years of 2022, 2023, 2024 and have a track record of supplying equal or higher electric power. ④Obtain registration of the electricity retail business in accordance with Article 2-2 of the Electricity Business Act. ⑤Meet the qualification requirements which the Obligating Officer may specify in accordance with Article 73 of the Cabinet Order concerning Budget, Auditing and Accounting. ⑥Fulfill the requirement mentioned in the tender manual that are stated from the viewpoint of reducing CO.
