⑷ Basic requirements of the procurement :
A The required system has the function to integrate three elements, such as clinical information system, the nursing information system and the accounting system, and to support medical services to tally and to manage all activities in the university hospital through the electronic health record system. The system has useful graphical interfaces that enable users to use a thin-client system and/or tablet-type devices.
B The system has to meet the minimum requirements of "the guideline for the safe management of medical information system version 5.1" of the Ministry of Health, Labor and Welfare of Japan, and has user supervision, a user authentication feature, a digital signature feature using HPKI and UPKI, and be equipped with the function that Authenticity can be ensured to create all reference records, data update records (the generation, the correction, the deletion), screen change history which included content, and so on. At the same time, the system has to have a user authentication function by biometric authentication. The system should have the security of the system and data by restricting system access according to the authority of each job type and affiliation and the location of the terminal. The system has the features of the precise access management, system maintenance, personal information protection, information securities depending on the access right, and has the function to manage all terminals synthetically using mobile device management systems.
C The system should have hospital management supervision feature such as the bedmanagement, the physical distribution management, the personnel management, the work management, the operation place management and the central material control, and have a feature of the public relations such as the in-hospital public relations.
D The system should include patient basic information, a reservation, an inspection, a formula, an injection, disposal, a transfusion, an operation, dentistry disposal, a nursing-care, a patient movement, the having a meal, the diagnosis based on the ICD10 code, diagnosis group classification of the Ministry of Health, Labor and Welfare, and the clinical trial information as the object of the ordering feature. The system has the function to record and to save correctly all order information and the record of all treatment and an implementation record without exception in the source by the record keeping. It has the feature is easy to read and display according to the purpose of treatment, and it is easy to write on the integrated screen without excess or deficiency. When the treatment record on a paper sheet exists, it be possible to manage the alibi information of the paper document and scanned treatment information and so on as the part of the electrolyzing treatment record. The system has the feature to save signatures electronically including the signature of the patient. The system should provide the function that the electrolyzing treatment record can be inspected and the function to put on all treatment related information every day by the electronic filing every patient individual. Among each feature in the requested system, the subsystem which is contained in this procurement and each subsystem of the existence, the system cooperates mutually and attempt the effective utilization of the data and avoid a redundant entry. It can be possible to operate as the clinical path using medical records and ordering information concerning a treatment and has function to support a clinical path from accumulated data.
E For safety management and quality control, the orders should keep the implementation entry which maintained the attribute of the time stamp, the implementation person and the implementation place and the system has a listing feature according to the time series of past and future and be equipped with the feature of the reference to the change record and the reading record of the contents.
