⑷ Basic requirements of the procurement : Basic Policy With the completion of the seismic retrofitting of University of Tsukuba Hospital Building B (5th to 11th floors) on the west side by the end of April 2023, and on the east side by the end of December 2023, the medical information network will be positioned as a solid lifeline for the hospital, and will be developed on the premise that the information network can withstand the safe and smooth operation of electronic medical records, online medical treatment, web conferencing, etc., so that the hospital can operate after the retrofitting.
The medical information network will be positioned as a solid lifeline for the hospital and will be developed. In developing the network, the network will be constructed in a form that hangs from the network in the Keyaki Building of hospital, and the construction of the network itself will be completed by the end of April 2023.
A The network in operation is constructed in three types : medical, administrative and business, and each system is defined as follows.
Each system a, b and c must be physically separated, and each device must be installed in a location designated by the hospital.
a Medical : This network is connected the electronic medical record system server and the system servers of each department with electronic medical record terminals and medical equipment, etc., based on the premise of operating an integrated medical information system.
b Administrative : This network is used by hospital administrative staff for administrative work other than medical treatment, connecting to internal and external networks.
c Business : This network can be connected to the Internet for general purposes, such as for web conferencing. Since there is a possibility of multiple segments, the network should be scalable so that L2- or L3- networks can be constructed as needed.
B The system must be able to support the safe and smooth operation of medical information systems that require large capacity and high speed.
C It is required that All-day operation is possible.
D The system must be able to monitor and prevent network failures, such as the generation of large amounts of traffic and loops, from spreading to the entire network by identifying the location of the failure in real time, or it must be linked to existing monitoring and prevention systems (snmp, netflow, etc.).
E Establish a system to immediately detect when devices other than authorized devices are connected to the network and prevent them from using the network, or link the system with existing systems to achieve the same function.
F Redundancy of the information network should be implemented (In particular, wards should be able to be managed by floor switches with redundancy on each floor).
G The medical network shall be constructed according to the following policy.
a In general wards, staff stations, patient briefing rooms (consultation rooms), treatment rooms,and discussion rooms shall be basically wired LAN, while the rooms in the wards and corridors shall be security-conscious wireless LAN.
b The wireless network shall be linked to the existing management controller.
H The power supply system for all network equipment must be prepared to cope with power supply failures, including planned power outages.
I conform to the "Guidelines for the Safe Management of Medical Information Systems v5.1" and "Guidelines for the Safe Management of Information Systems and Services Providers Handling Medical Information" established by the Ministry of Health, Labour and Welfare, the Ministry of Economy, Trade and Industry, and the Ministry of Internal Affairs and Communications.
