Furthermore, minors, person under conservatorship or person under assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause ; ② not come under Article 7 of the regulation concerning contract for National Cerebral and Cardiovascular Center ; ③ have Grade A, B or C in "Sales of products" for participating in tenders by Ministry of Health, Labour and Welfare (Single qualification for every ministry and agency) in Kinki Region ; ④ meet the qualification requirements which the Obligating Officer may specify in accordance with Article 5 of the Regulation ; ⑺ Time-limit for tender : 10 : 00 A.M.
