D meet the qualification requirements which The Obligating Officer Administration Bureau, National Institute of Technology may specify in accordance with Article 6 of the Regulation,
E not be currently under a suspension of business order as instructed by The Obligating Officer Administration Bureau, National Institute of Technology.
