③ have Grade A, B or C "Sale of goods (electrical and communication equipment)" or "Production (electrical and communication devices)" in the Kanto・Koushin'etsu district, in terms of the qualification for participating in tenders by Ministry of Internal Affairs and Communications (Single qualification for every ministry and agency)
