Memorandum of Cooperation Signed between GX Acceleration Agency, InnoEnergy, and JETRO — Accelerating Innovation in the Field of Decarbonization through Japan-EU Collaboration —

On September 16, 2025, JETRO signed a tripartite Memorandum of Cooperation (MOC) with the Green Transformation (GX) Acceleration Agency and InnoEnergy under the witness of Japanese Minister of Economy, Trade and Industry Yoji Muto and European Commission Executive Vice-President Stéphane Séjourné. The purpose of this MOC includes strengthening cooperation between Japan and the EU in the field of Green Transformation (GX), as well as promoting innovation in both regions.

This MOC is based on the “Japan-EU Competitiveness Alliance” signed between the Japanese government and the EU in July of this year. Going forward, the following initiatives will be pursued:

Main Initiatives Pursued Under This Memorandum:
Exchange of information on market conditions and policies related to cleantech in Japan and the EU
Facilitation of business cooperation among startups, investors, and other private companies in the cleantech field
Collaboration in information exchange to expand investment in cleantech startups
Co-organization of and participation in mutual activities for networking and information exchange

GX Acceleration Agency was established in July last year in Japan. It is a core institution that promotes GX investment through public-private collaboration in Japan, providing financial support such as debt guarantees and equity investments to companies and organizations engaged in GX-related businesses. In the future, it will also handle operations such as emissions trading systems and plans to manage practical aspects of carbon pricing.

InnoEnergy is an organization initiated by the European Institute of Innovation & Technology (EIT), an European agency which aims to strengthen Europe’s innovation capabilities. It is engaged in investing in cleantech startups, building ecosystems, fostering human resources training, and developing global networks.

Cooperation between both organizations is expected to promote the growth of startups with GX technologies in both Japan and the EU, and to create joint research, technology transfer, and other collaborative projects between companies in both regions.

To achieve carbon neutrality by 2050, it is essential to expand the introduction of existing technologies and to implement new technologies promoting GX in society. JETRO will leverage the tripartite cooperation and complementary relationship established by this MOC to accelerate innovation in the GX field and contribute to the formation and strengthening of ecosystems.

JETRO has been supporting Japanese companies’ overseas expansion, including startups, attracting foreign companies to Japan, and supporting collaboration and partnerships between domestic and foreign companies in the GX field. The signing of this MOC with the GX Acceleration Agency, a core institution for GX promotion in Japan, and InnoEnergy, a global leader in this field in Europe and the EU, is a significant opportunity to further deepen JETRO’s efforts in this area. By leveraging the networks, expertise, and know-how of all three parties, we will support collaborative projects and fundraising for individual companies and contribute to strengthening cooperation between the ecosystems of Japan and the EU.

GX Acceleration Agency is advancing efforts to realize Japan’s GX by offering financial support such as debt guarantees, as well as by promoting strategic collaboration in the form of research and studies through its GX Hub function. In this context, we believe that the creation and growth of startups in the GX field serving to further accelerate innovation are indispensable for realizing GX. By collaborating with JETRO and InnoEnergy, we will contribute to the buildup and strengthening of domestic and international innovation ecosystems in this field and further promote startup activity.
