INSTRUCTIONS TO APPLICANTS 
 

  1. 1. Qualification Requirement 

1) Prospective applicant(s) engaged in the project must satisfy the conditions stated in the Application Guidelines and Scope of Work. (Attachment 1) 

2) NOT under the circumstances of being denied participation due to unethical and/or unlawful activities by either JETRO or Ministry of Economy, Trade and Industry (METI) from previous procurement offerings. 

3) Applicant(s) must meet the following minimum qualifications: 

 - Experience in pavilion design, fabrication, and construction management for international exhibitions or trade shows. 

 - Experience coordinating with venue operators, organizers, contractors, and exhibitors. 

 - Capability to provide end-to-end services, including design, technical drawings, construction, logistics, and on-site operations. 

 - Ability to provide bilingual project management and support in English and Japanese. 

 - U.S.-registered entity capable of contracting with JETRO San Francisco. 

4) In addition, applicant(s) will be evaluated based on the following preferred qualifications: 

- Experience managing national or group pavilions at international exhibitions. 

- Experience in technology, startup, or innovation-focused events. 

 - Strong creative design and branding capabilities. 

 - Proven project management and operational expertise for large-scale events. 

 

Preparation of Application 

No oral, telephone, or facsimile will be accepted. All costs of preparation shall be borne by the Applicants.  

 

In addition, the proposal document or presentation submitted by the applicant should include the following: 

 

A.) Pavilion Design and Project Implementation 

 - Pavilion design concept and branding strategy 

 - Pavilion layout, exhibitor zoning, and visitor flow plan 

 - Technical design and construction drawing approach 

 - Construction, installation, dismantling, and logistics management plan 

 - Operating procedure and methodology to ensure successful project delivery 

 - Visitor engagement, event space, and exhibitor support plan 

 - Project schedule 

 
B.) Experience and Capabilities of the Organization 

 - Experience with similar pavilion, exhibition, or trade show projects 

 - Experience managing multi-stakeholder international events 

 - Logistics, construction, and operational management capabilities 

 - System to manage confidential information and project communications 

 
C.) Project Implementation Skills of Assigned Personnel 

 - Organizational chart and implementation structure 

 - Profiles of key project personnel 

 - Relevant experience in design, construction, and event operations 

 - English and Japanese language capabilities 

 - Experience with audiovisual production, event staging, and on-site management

(Please include your scheduled availability for an interview after the application deadline). The call will include staff from JETRO San Francisco as well as JETRO Tokyo organizers. The detailed schedule for the presentation will be notified to the companies who pass the 1st evaluation.

  1. 6. Announcement of Tender 

Tender will be announced to bidders by email. Given the nature of the bidding process, JETRO will refrain from providing feedback on the results.
