National Government Support

The Japanese government sets up INVEST JAPAN offices in relevant ministries and agencies to serve as single contact points for foreign business people seeking information or help in setting up business in Japan. The offices are also located in the Ministry of Economy, Trade and Industry (METI), its regional bureaus and in the Department of Economy, Trade and Industry within the Okinawa General Bureau.

To promote FDI in Japan, the Japanese government established "Invest Japan Business Support Centers (IBSCs)" within JETRO to serve as one-stop centers for support and information on investment. The IBSCs provide various information on investment procedures to foreign businesses setting up an operation in Japan.

In addition, relevant ministries and agencies operate single contact points called "Invest Japan Offices", which can assist you in or direct you to the division (within a given ministry/agency) in charge of a particular procedure.

Through the Invest Japan Offices, you can:

Request information on investment opportunities in Japan.
Learn about procedures for obtaining business permits/licenses.
Make inquiries on the status of no-action letter system submissions
Find information on other matters related to doing business in Japan.

Financial Services Agency	Responsible for planning and policymaking of financial systems; strict inspection and supervision of private financial institutions and monitoring of securities transactions.
Consumer Affairs Agency	Ensuring of consumer safety, proper consumer transactions, promotion of consumer education, etc.
Digital Agency	Promotion of the digital transformation of national and local administrative procedures for individuals and business operators, promotion of the utilization of My Number cards, etc.
Reconstruction Agency	Planning, arrangement, and implementation of national reconstruction measures, etc.
Ministry of Internal Affairs and Communications	National administrative organization; civil servant system; local administration, tax and finance; election system; fire/disaster prevention; information and communications; postal services, etc.

Ministry of Foreign Affairs	Responsible for promotion of dialogue with foreign countries on economic relationships; can provide visa information, etc.
Ministry of Finance	Procedures related to inward FDI under the Foreign Exchange and Foreign Trade Act; taxation of foreign investments, etc.
Ministry of Education, Culture, Sports, Science and Technology	Responsible for the promotion of education, culture, sports, science and technology.
Ministry of Health, Labour and Welfare	Labor and employment; social security; pension; health insurance, etc.
Ministry of Agriculture, Forestry and Fisheries	Responsible for agriculture, forestry, fisheries, food manufacturing, wholesale and retail, fertilizer and agricultural chemical industries, etc.
Ministry of Economy, Trade and Industry	Responsible for invigoration of corporate activities and regional economies; development/maintenance of favorable external economic relations; securing of stable/efficient supply of mineral resources and energy, etc.
Ministry of Land, Infrastructure, Transport and Tourism	Responsible for comprehensive and systematic development/use/maintenance of national land; consistent development of social infrastructure; development of traffic policies, etc.
Ministry of the Environment	Responsible for the planning/promotion of environmental control policies covering waste, pollution and recycling, etc.

INVEST JAPAN Offices in regional METI bureaus

To further facilitate foreign direct investment in Japan's regions, the Ministry of Economy, Trade and Industry set-up Invest Japan Offices in each of its regional bureaus will open and in the Okinawa General Bureau of the Department of Economy, Trade and Industry. The offices, which opened in July 2004, provide a wealth of information and support to foreign businesses and investors interested in investing in these regions.
