Business Environment
In addition to a wealth of traditional technologies, represented best by Yamanashi jewelry crafting, Yamanashi Prefecture offers excellent access to the machinery and electronics industrial concentration in Tokyo's Tama region. For this reason, many companies in the mechanical- and electronic-related industries, such as manufacturers of electronic components, semiconductor devices, semiconductor equipment, robots, etc., have expanded into Yamanashi, making it one of the largest mechanical electronics industry concentrations in Japan.
Incentives
Subsidy for Yamanashi Industrial Agglomeration Promotion
Subsidies
This program provides subsidies to partially cover investment expenses for buildings, machinery, equipment, etc., or rent, etc., to businesses engaged in manufacturing, logistics, information services, or those relocating headquarters functions to Yamanashi.
In fiscal 2020, we introduced a system to top-up the subsidy rate for businesses in the growth industries, such as medical equipment, hydrogen and fuel cell-related industries, and high-value-added creating businesses.
We have also launched a system for companies that newly establish offices, research, or training facilities in Yamanashi Prefecture to subsidize the expense of setting up such facilities and finding employee housing.
Support System under the Regional Future Investment Promotion Act
Tax reduction
This system supports businesses in manufacturing, logistics, and other industries with high growth potential that capitalize on the region's strengths and have economic ripple effects by reducing corporate and income taxes and exemption from real estate acquisition taxes.
The applicant needs to prepare a "plan for a project to lead and invigorate the regional economy" that draws on the region's characteristics and creates high value-added, with a considerable positive economic impact on local businesses. The applicant must submit the plan and obtain approval from the prefecture before the land acquisition (or before signing a building contract using its own land). Additionally, the national government's review committee needs to confirm the plan's innovativeness, etc.
Industrial cluster information
Mechanical electronics industry
Against the backdrop of high-quality air and water, traditional industries such as the jewelry industry, and proximity to the clusters of machinery and electronics businesses in Tokyo's Tama region, the mechatronics and electronics industries have flourished, including the numerical control equipment business commanding the largest market share in Japan.

Logistics
In Yamanashi Prefecture, the number of employees in the transportation and postal services is increasing. The Chubu Odan Expressway construction connecting the Chuo Expressway and the Shin-Tomei Expressway is progressing, and the development of the Linear Chuo Shinkansen connecting Tokyo and Nagoya is underway toward the start of operations. Consequently, the flow of people and goods will expand in the future, boosting demand in the logistics field further.
Living environment
Despite its proximity to the Tokyo metropolitan area, Yamanashi Prefecture is a "treasure trove of water and greenery" with clean, high-quality water nurtured by the natural landscapes of Mt. Fuji, the Minami Alps and other areas, the vibrant four seasons, and great mountains and the breath of forests. It offers unique local resources, including abundant fruits such as grapes, peaches, and plums, hot springs and wine, and historical sites and cultural properties associated with Lord Takeda Shingen. There are also private language schools and hospitals catering to foreigners.
Logistics and infrastructures
Yamanashi Prefecture is located in the western part of the Tokyo metropolitan area. It has direct access to the Tokyo, Kanagawa, and Nagoya areas by the Chuo Expressway and JR Chuo Main Line, which run through the prefecture from east to west. Also, access to the Saitama and northern Kanto areas has improved thanks to the Karisaka Tunnel's opening and the Ken-O Expressway connection with the Chuo Expressway. The Chubu Odan Expressway is scheduled for completion in 2021, connecting the Chuo Expressway and the Shin-Tomei Expressway. Construction of the Linear Chuo Shinkansen, which connects Tokyo and Nagoya, is also underway.
The Chuo Chuo Expressway, which runs through Yamanashi Prefecture to the east and west, provides excellent access to Tokyo and Nagoya areas. It takes about 90 minutes from central Tokyo to the city center of Yamanashi Prefecture and about 30 minutes from the Hachioji Interchange to the Uenohara Interchange. It is approximately a two-hour drive directly from Nagoya. The Chubu Odan Expressway, which connects the Chuo Expressway and the Shin-Tomei Expressway, is under development to open the entire route in 2021.
