India - Electronic manufacturing incentive

To boost domestic manufacturing of electronic components, semiconductors, mobile phones and its specified electronic components, the Indian Government recently notified the guidelines for incentive schemes.
Production Linked Incentive Scheme (PLI) is applicable for large scale electronic manufacturing and is initially open for applying for a period of four months (uptil 31 July 2020 subject to any further extension) targeting companies engaged in manufacturing of mobile phones and specified electronic components.
Under Scheme for Promotion of Manufacturing of Electronic Component and Semiconductors, companies proposing to set up new units and/ or carry out expansion/ modernisation/ diversification of existing units would be eligible for a 25% capital incentive on reimbursement basis. This scheme covers electronic components, semi-conductor/ display fabrication units, ATMP units, specialised sub-assemblies, and capital goods for manufacture of aforesaid goods. Electronic products such as mobiles and consumer goods are excluded. Eligible capex includes, plant & machinery, equipment, associated utilities, technology including R&D.
There is also Electronic Manufacturing Cluster Scheme providing financial assistance for setting up of both EMC projects and Common Facility Centres (CFCs) across the country.
All these schemes require making a proposal application to the Government and/ or its appointed nodal agency and seeking its approval and thereafter seeking disbursal once investments are made.
