Conclusion of MOU for cooperation in economy and trade between Dalian Municipal People's Government and JETRO

On June 15, JETRO concluded a memorandum of understanding with the Dalian Municipal People's Government in China regarding economic and trade-related cooperation.

Before signing the MOU, Executive Vice President Koji Yonetani of JETRO had a dialogue with Vice Mayor Lu Lin of the City of Dalian. Mr. Yonetani made clear JETRO’s intention to continue focusing efforts on helping Japanese companies enter the market of the city, particularly in the target fields of elderly needs, the environment and energy conservation and service, as well as matching them with Chinese companies. He continued that JETRO would also like to strengthen cooperative ties with Dalian in new fields such as innovation. The MOU signed on this occasion, he said, would deepen cooperative relations between Dalian and JETRO toward improving the operational environment for Japanese companies and expanding sales channels within China.

Stating that JETRO's cooperation is vital toward improving the business environment for Japanese companies in his city, Vice Mayor Lu Lin expressed his hope that the MOU would provide the opportunity to bolster collaborative efforts with JETRO toward the growth of both those companies and the city itself. Regarding the Dalian area within China’s Liaoning Pilot Free Trade Zone, which launched on April 10, 2017, he explained specific projects in which his city would like to work closely with JETRO in order to disseminate information on business in Dalian and help Japanese companies enter the Dalian market.



The following four points were included within the MOU:

  • Improving the business environment in Dalian for Japanese companies under the auspices of the Dalian Municipal Government, Japanese Chamber of Commerce and Industry in Dalian
  • Facilitating business exchange and cooperation in strategic fields including those of cutting-edge manufacturing, the high-tech industry and the modern service industry, as well as technological cooperation and collaboration in the fields of environmental protection, systems of waste management and recycling and alternative energy
  • Facilitating entry into the Dalian market by Japanese companies and into the Japanese market by Dalian companies, as well as cooperation in economic and trade matters
  • Disseminating information on the Dalian area within the Liaoning Pilot Free Trade Zone, and helping Japanese companies enter the Dalian market

The MOU was one of 25 major agreements which were reported as achievements of Summer Davos Meeting held in Dalian from June 27 to 29.

Through the MOU, JETRO will work together with the City of Dalian and the Japanese Chamber of Commerce and Industry in Dalian to help in the improvement of the operational environment, as well as business expansion, for local Japanese companies, in particular in terms of expanding sales channels in the Chinese market.
