The automotive industry is the key industry of Tochigi Prefecture, a place where many of the nation's leading companies and their affiliated companies, as well as SMEs with outstanding technologies are also gathered. Additionally, Aerospace industry plays an important role in Tochigichigi Prefecture. The industry also takes the nation's top positions in terms of the number of offices located and the volume of manufactured goods shipped. Leading aerospace related companies and SMEs with advanced technologies concentrated in the Prefecture. Tochigi's network of companies, universities, supporting organizations and industries worked together to establish the Tochigi Auto Industry Promotion Association and the Tochigi Aerospace Promotion Association, and through these councils mutual exchanges as well as various supporting programs are being carried out.

Tochigi Prefecture has ten four-year universities, including the national Utsunomiya University, six two-year junior colleges, one national technical college, one national polytechnic college, and three prefectural industrial technology training schools. Also, there are 14 high schools throughout the prefecture which have a subject related to engineering. These schools develop the human resources with technical capabilities essential to the future of the industries in this manufacturing prefecture.

Tochigi Research and Innovation Plaza is a consortium of Tochigi Prefecture Industrial Technology Center, which supports new technologies and the technological advancement of companies, and Tochigi Sangyo Kouryu Center, Co., Ltd., which supports approaches of companies into new industries and new fields. At the Tochigi Prefecture Industrial Technology Center, researches based on companies' needs. Here, collaborative researches with companies and universities are being conducted and the center makes it available for businesses to use arious facilities and equipment. Tochigi Sangyo Kouryu Center, Co., Ltd. provides an operation base for R&D of companies and for starting up business.

Tochigi Prefecture promotes the “Food Valley Tochigi” project. The project aims at making Tochigi a vibrant place of aggregated food industries through the development of the local economy under the theme of “food.” Specifically, approaches through the collaboration among industry–academy–government and any other relevant bodies, centered on the “Food Valley Tochigi Promotion Council,” are being promoted. Also, the project aims to build a thicker layer of industry that can withstand any environmental changes inside and outside of Japan by promoting a wide range of food-related industries, ranging from primary to tertiary industries such as agriculture, food manufacturing, distribution, sales, and food service.

Through the utilization of the “Food Valley Tochigi Commercial Fund,” “Tochigi Future Challenge Fund,” and “seido yushi” (local government loan system), the development of new technologies and products using the collaboration between agriculture, commerce, and industry and local resources is being supported. The development of new technologies and products is also supported by establishing study groups for each technology seed of fields with the potential for growth. In addition, collaborative researches that meet the needs of companies are being supported by strengthening the existing support systems for technology through the improvement of facilities available at the Tochigi Prefecture Industrial Technology Center and other means and also by utilizing the intellectual properties of Utsunomiya University and the know-how of financial institutions.
