Strength of the region's industries and economy

In Tochigi Prefecture, known as “the Monozukuri(manufacturing) prefecture,” manufacturing industries play a vital role in the local economy. The total value of shipment of manufactured goods was 7.5 trillion yen, and the manufacturing industry accounts for 33.0% of the prefecture's gross domestic production. Tochigi boasts concentration of a well-balanced wide array of manufacturing industries; in fact, Tochigi is a leading prefecture in the pharmaceutical and medical sector as well as the transportation equipment sector, such as automobile, aircraft, and industrial transportation manufacturing fields. Tochigi provides training for a large number of labor forces and support for research and development sectors in order to attract more businesses.

Tochigi is home to numerous foreign corporations that are involved in the manufacturing industries, including manufacturers of transportation equipment such as automobile components, medical and pharmaceutical products, electrical machinery, production machinery, and chemical products. Some foreign corporations have based their Japanese headquarters in the prefecture, while others have set up factories and research and development offices.

Available incentives

Tochigi Prefecture provides industry location subsidies , financing systems, and a support system based on the Industry Location Promotion Law. The industry location subsidy aims to assist businesses which want to construct their first facilities including factories in the prefecture or which want to build additional facilities or expand existing factories in the prefecture. (Subsidies will also be available for old factory sites which meet specific requirements). Additional funding is also available for businesses which promote new hiring. The financing system can also be applied towards purchase of land or the construction of new facilities.

Manufacturing, road cargo transportation, warehousing, packaging, wholesaling, retailing (limited to physical distribution facilities), plant factories, the 16 industries specified in the former Intelligent Location Act, and the data centers.

Outline of Incentives (Requirements etc.)

Subsidy will be granted to businesses in order to provide financial assistance as the same value as their due payment of the real estate acquisition tax on their newly establishing factories and plants. (Subsidies will also be available for former factory sites which meet specific requirements). Also, under certain conditions, this subsidy can be applied to production facilities.

This subsidy provides financial assistance equivalent to the due payment of the real estate acquisition tax on the purchased land and buildings for the new construction or expansion or renovation of existing factories in the prefecture. In certain cases, this subsidy will also be granted for production equipment. (There is a special eligibility system for businesses related to food products).

One of the following requirements must be met:
1. The operator must have been authorized by the Regional Vitality and Improvement and Designated Regional Business Facility Construction Plan for regional recovery.
2. Business headquarters must be outside of Tochigi Prefecture.

Outline of Incentives (Requirements etc.)

Provide financing up to 2 billion yen for the purpose of purchasing of land and machinery and construction of facilities for companies (newly) locating in Tochigi Prefecture. Also, the New Tochigi Business Creation and Business Environment Maintenance Plan places a major emphasis on six key growing fields, and financing up to 500 million yen(minimum 50 million yen) is provided for the construction of facilities and purchase of machinery in these six key growing fields.

Based on the Company Location Promotion Act, the New Tochigi Prefecture Industry Cultivation and Activation Basic Plan has been established. This governor-endorsed capital investment plan offers support in the form of super low-interest financing for capital investment.

Tochigi Industrial Creation Plaza consists of two facilities: Tochigi Prefecture Industrial Technology Center, which provides support for corporations introducing new technology-related developments and technological advancements; and Tochigi Industrial Exchange Center, which supports corporations aiming to establish new businesses in new fields. At the Industrial Technology Center, research based on local business needs and joint research by corporations and universities are conducted and its facilities and equipment are open to the public use. Tochigi Industrial Technology Center provides space for businesses in research and development area and start-ups.
