The Prefecture is widely known as an area where importance is placed on education and human resources development. It has many universities and junior colleges (with 17 universities, 10 junior colleges, the prefecture is ranked third place in terms of the number of universities and junior colleges per 100,000 residents). Especially, the number of science and engineering faculties (science, engineering, information science, medical and welfare) is one of the largest in Western Japan. Higher education institutions including Tsuyama National College of Technology and seven industrial high schools have been and are producing superior human resources.

- Micro Manufacturing Okayama:
Utilizing the accumulation of distinguished precision production technologies in the Prefecture, this project promotes research and development in the fields of advanced medical equipment, health/welfare, aircraft and automobile under the slogan of manufacturing at the micro level specialized in “precision processing of large-scale products”, and also promotes creation of industrial clusters through collaboration among government, industry and academy.
- Okayama Society for Technical Research on Materials for Aircraft supports the advancement of the basic technologies of the companies in Okayama Prefecture in the field of aircrafts and other related fields through the advancement of the technologies to process the difficult-to-cut materials and other materials and through the development of its use.
