Based in Zhejiang Province, China, Sida Fluorine Plastics Co., Ltd. is a comprehensive fluorine manufacturer which conducts R&D, manufacturing, sales, coating and after-sale services for fluorine-containing resin molds and fluorine-lined containers (surface treatment) based in Zhejiang Province, China. With production bases in the cities of Toyo and Quzhou in Zhejiang Province, it mainly develops products for industrial use, chemical goods, power plants and liquid crystal displays.

In Japan, Sida Fluorine Plastics established a representative office in Osaka for market research in 2014. Aiming to further expand operations and improve product quality through collaboration with Japanese companies, it then converted the representative office into a corporation. The company established, TOSEI Co. Ltd., in April 2018.

For the establishment of its Japanese base, the JETRO Invest Japan Business Support Center (IBSC) providedconsultation (on registration, taxation and labor matters), IBSC also introduced  service providers (accountant, lawyer and bank).
