Regarding the range of acceptable signature certificates (substitutions for certificates of company seals) for registration procedures, which had been limited to the signature certificate issued in the home country or by the diplomatic mission in Japan of the foreign national, changes were made making 1) the certificate issued in the country of residence of the foreign national acceptable and 2) the certificate issued by a Japanese notary public acceptable if the consul in Japan of the foreign national’s home country isn’t conducting issuance of signature certificates (a signature certificate issued in the country of his/her nationality is also acceptable). These changes make it possible for a foreign national visiting Japan for the purpose of starting a business to obtain a signature certificate in Japan, even if the embassy in Japan of his/her home country doesn’t issue the certificate.
These changes materialized following deliberation within the Working Group for Revising Regulations and Administrative Procedures of the Council for Promotion of Foreign Direct Investment in Japan.
