With the goal of encouraging investment in Tokyo by foreign companies and startups, the Tokyo One-Stop Business Establishment Center (TOSBEC) brings together in one location the various procedures that need to be taken to establish a local corporate presence. Since April 2015 it has been providing support in preparing applications and other relevant documents, in addition to accepting submissions.
In order to make the business establishment process even more convenient for foreigners, effective December 1, 2017, the TOSBEC now accepts documents in English (providing assistance for applications through English interpretation services, etc.) at the taxation counters. At the same time, a PR video featuring the Governor of Tokyo has been released with the aim of further enhancing awareness of the center.

Users may submit application forms and related documents written in English, while receiving support from interpreters or using form samples written in English.
Application services for English documents are available at the following three locations.

Weekdays: 9 : 30 a.m. to 5 : 30 p.m. (Closed: 12 : 00 pm to 1 : 00 pm)
Closed: weekends, national holidays, the yearend and New Year holidays (December 29 - January 3)

The PR video can be viewed at the links below. Going forward, it will also be screened at various events implemented by the Tokyo Metropolitan Government.
