⑺ Qualification for participating in the tendering procedures : Suppliers eligible for participating in the proposed tender are those who shall
① not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting. Furthermore, minors, Person under Conservatorship or Person under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause
② not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting
③ A party who participates in the proposed tender shall have a Grade A, B or C in the "Manufacture of Articles" or "Selling of Articles" in the qualification for participating in tenders laid down by the single qualification for every ministry and agency.
④ A party who participates in the proposed tender shall have a license to conduct a General Electricity Business as stipulated in Article 3, Paragraph 1, of the Electricity Business Act or have made notification to conduct a Specified-Scale Electricity Business as stipulated in Article 16-2, Paragraph 1, of said Act.
⑤ The CO emission factor shall not be higher than that specified in the tender explanation.
