Green Aid Plan
GAP is a program for the cooperative transfer and diffusion of energy and environmental technology to developing countries to counter the resulting pollution and environmental problems consonant to industrialization and economic growth. GAP is implemented through the dispatch of experts to partner countries including the Philippines, to conduct basic environmental surveys, researches, and also seminars.
JETRO holds the annual GAP Policy Dialogue where the host country (the Philippines) brings forward their requests and ideas (through submitting project proposals) regarding current environmental problems and the concerted efforts of the government towards solving these problems. On the other hand, the Japanese government presents their experiences and policy measures undertaken in the past to solve these problems. Both governments discuss specific projects proposals, examine their significance and level of priority, and decide which projects are best to implement.
The 16th GAP Policy Dialogue
Last year, the 16th Green Aid Plan (GAP) Policy Dialogue was held on August 1, 2008 at the Renaissance Hotel in Makati City. Delegates from the Philippine and Japanese governments discuss the current issues on energy security and give some policy recommendations towards sustainable development.
The Japan delegation spearheaded by Ms. Mariko Ishiguro of the Japan’s Ministry of Economy, Trade and Industry (METI) was also participated by representatives from various Japanese agencies. On the other hand, Mr. Efren V. Leaño of the Board of Investments (BOI-DTI) led the Philippine delegation.

The 16th GAP Policy dialogue has also been participated by other stakeholders from different sectors of society such as the private sector and the academe.
Moreover, for this fiscal year, eight (8) project proposals which were later consolidated into four (4), have been submitted through JETRO Manila for METI’s approval. As of this writing, these proposals are being evaluated by the Japanese government for possible technical assistance among others.
